You can use some sleep headphones for your ears. It will tone down the noise from the neighbors. I manage to cure my insomnia with relaxation music

I have been having trouble sleeping for quite some time now and my girlfriend's mom introduced me to Pepsom Sports which is an epsom salt product. I just take a bath for 20-30 minutes before bed and try to relax. I also agree with a few of the other people that commented that a glass of wine or beer works well too but I can drink that while soaking. Everyone suffering from sleep problems should try this because its cheap and works better than any of the over the counter drugs I have tried.

Figure out what music you think they'll detest, and figure out when they sleep. When it's their bedtime, get ready to leave for quite a while, and put your own stereo speakers in position to face them. Play a CD they'll hate on repeat, crank it up as high as the speakers can handle, and then go out for a while - to work, if possible, or maybe to the beach or to see an old friend in another town. Them come home. Repeat as necessary.

I used a pair of my husband's earplugs from work once to drown out night time noise and it worked like a dream. Cotton doesn't seem to help much but the little rubber earplugs actually did a great job.
Google some natural teas/herbs to help insomnia. There are things that will help without the use of sleeping pills.
References :
To soundproof a room, all you need to remember is "mass". Check out wonderboard at home depot. Bricks are good, but any "mass" option will be heavy, don't collapse your floor.

Active Noise Reduction Headphones are your best bet. Don't know which brands are best.
References :
http://earplugstore.stores.yahoo.net/earplugforfl.html

Here are some things you can try to make you sleep better:
1. Improve your sleep habits. Work on your relaxation techniques. Make your environment conducive for sleeping and establish a bedtime routine.
2. Avoid large meals, alcohol, caffeine and nicotine before sleeping. Strenuous activities should also be avoided.
3. A relaxing activity like reading or listening to music will help if you do not fall asleep within 20 or 30 minutes.
4. Limit daytime naps to consolidate a night’s sleep.
References :
http://www.insomniabulletin.com/insomnia-treatment-facts/different-ways-prevent-insomnia-insomnia-treatment-for-different-causes.html

i tried using valerian. didnt work the first few nights but kicked in on like the 3rd. the one specifically for "night" would be the one to look for. It's not a type of sleeping pill, its strictly a herbal medicine, so it does no harm to you in the long term, and you soon find that you dont have to rely on it to get to sleep.

another thing that turns off your mind is if you relax before you go to bed. for example, if you are on the computer late at night then you go straight to be your mind doesnt wind down, and you find you are really awake.

hope it all works out!
References :
Don't listen to those who say to get sleeping pills. I've had bad insomnia ever since I went off to college and had a roommate. My doctor prescribed me sleeping pills. That was 4 years ago, and I can't stop taking them now. Not that I'm dependent now because they feel nice (albeit they do--e.g. ambien and temazepam) but because I tricked my body into learning that I can't fall asleep without medicine. What ever you do, don't try to cure your insomnia with sleeping pills. It's a long and hard battle that has more troubles down the road than those that are curable now. Try to make a routine and exhaust yourself with studies and physical activity during the day. Ease your mind of anxiety by taking on more tasks during the day to reduce tomorrow's workload and hopefully not let your mind race at night. Hope you have good luck. Insomnia is the worst.
References :
Oh I sympathise!

I had trouble too then found this site which has lots of good ideas.

I try to keep to a routine and not have anything to drink or eat too late.

I don't watch the late news (depressing) and try to read in bed rather than watch TV.

Good luck and check out rest of the advice on the site!
References :
http://sleeponlineuk.blogspot.com
